Negotiators had wanted a deal by Monday to give Congress time to pass legislation by Friday, when last month's federal funding deal runs out.

Democrats and Republicans are to come up with a border security agreement that would satisfy the president before the February 15 deadline when the stopgap funding of the government expires.

Mulvaney spoke as Congressional negotiators continue talks on a security plan that includes some sort of barrier, whether wall, fence or other, on the border, hoping to complete a deal.

House Democratic Majority Leader Steny Hoyer told CNN's Ana Cabrera on Saturday that he expected a balanced agreement and would be willing to support a deal that included $2 billion in money for a border barrier. He said the impasse was over Democrats' desire to cap the number of beds in detention facilities for people who enter the country illegally.

"It's all over the map, and I think it's all over the map because of the Democrats", White House Acting Chief of Staff Mick Mulvaney said on "Meet the Press", regarding the status of talks.

The Democrats want to use the cap to force ICE to detain criminals rather than ordinary undocumented immigrants with no criminal history, a Democratic person familiar with the discussions said.

The former Trump staffer also said that he believes reports that the Trump administration is frantically hunting for the source of the leak are likely true.




Senate Appropriations Chairman Richard Shelby said Sunday that negotiations regarding President Donald Trump's border wall have stalled, presenting the possibility of another government shutdown.

At the same time, Democrats were trying to limit the number of detention beds that the U.S. Immigration and Customs Enforcement agency would have access to.

"There are bumps in the road but as long as we stay focused in a bipartisan way, bicameral way, to get this done, I'm hopeful we can get it done". Jon Tester, D-Mont., one of the negotiators, said on Fox News Sunday. While the two sides are now said to be close to a dollar amount for border barriers, Democrats are making a higher level of funding for barriers contingent on the new cap for detention beds - something Republicans are resisting.

"The president is going to build the wall", Mulvaney explained, according to Fox News. Deutsche Bank became a critical lender to Trump in the late 1990s when major US banks refused to do business with the NY real estate developer after repeated bankruptcies.

Democrats say they proposed their cap to force ICE to concentrate its internal enforcement efforts on risky immigrants, not those who lack legal authority to be in the country but are productive and otherwise pose no threat. "But I don't think anybody has an appetite for a government shutdown and I think everybody wants to make sure our borders are secure".

"We are looking to see if the president is working in the national interest", Schiff said.

Mulvaney later added, "You can not take a shutdown off the table and you can not take $5.7 billion off the table".
