Senior North Korean official Kim Yong Chol, Pompeo's counterpart, was heading for Washington on Thursday and Friday for discussions on the agenda and venue for a second meeting between the USA and North Korean leaders, multiple South Korean media reports said, citing diplomatic sources.

Kim Yong Chol, a hardline former spy chief, boarded a flight in Beijing for Washington on Thursday and was expected to arrive in the USA capital in the early evening, South Korea's Yonhap news agency said earlier.

A diplomatic source in Washington said the objective of Suh's visit "was to hold discussions with US intelligence officials".

Pompeo had been due to hold talks with his North Korean counterpart in the United States in November, but that meeting was canceled.

He reportedly has another letter from leader Kim Jong-un to Mr Trump. Mr. Trump said he rescheduled the meeting before reading the letter.

Hopes for a new round of diplomacy were raised when North Korea's leader said in his New Year's Day address that he was willing to meet with Trump "at any time".

Little progress has been made on North Korean de-nuclearisation since their historic summit in Singapore last June.

"Kim wouldn't come and meet with Pompeo - and possibly Trump - if he thought he was coming to get the short end of the stick", said Mintaro Oba, a former U.S. State Department official who worked on North Korean issues.

The US' envoy to North Korea talks, Mr Stephen Biegun, said in December that the administration was considering looser restrictions on getting humanitarian aid and workers into the country.

Separately, a diplomatic source said envoys from the United States and North Korea were holding talks in Sweden aimed at ending the stand-off between the two countries.

It wasn't immediately known whether he was carrying a message from North Korean leader Kim Jong Un.

The North Korean emissary met earlier with Secretary of State Mike Pompeo at a Washington hotel and they were reconvening after the White House meeting.

Communist-ruled Vietnam, which has good relations with both the United States and North Korea, has been widely touted as the most likely venue for a second meeting.

But amid the dialogue momentum, the remaining tightlipped on Kim Yong-chol's trip to the U.S. -North Korea summit that Pyongyang can accept.

The talks have stalled over North Korea's refusal to provide a detailed accounting of its nuclear and missile facilities that would be used by inspectors to verify any deal to dismantle them.

"Even if the two Koreas have repeated military confrontations and reconciliations, a new security environment has been established here following three rounds of inter-Korean summits and a U.S".

South Korea's defense paper cited the summitry and diplomatic efforts saying North Korea agreed to establish a new relations with the USA and also to work toward "complete denuclearization" during the June summit with Trump.

During his visit to Beijing last week, Kim said that Pyongyang will make efforts for the second summit with the USA leader to achieve results that will be welcomed by the global community.
