Singh was the first officer with the Newman Police Department to die in the line of duty, Chief Randy Richardson said.

The man suspected of killing him the day after Christmas remained at large Friday despite a manhunt and was considered armed and risky.

In Sheriff Christianson's view, California's laws are what allowed the shooting to occur, saying police was "prohibited" from acting.

"This is a criminal illegal alien with prior criminal activity that should have been reported to ICE", Christianson said.

Cpl. Singh had pulled over a suspected drunken driver in Newman when he was fatally wounded, and he managed to fire back but didn't hit the attacker, authorities have said.

Newman Police Officer Ronil Singh called in the traffic stop yesterday after noticing a vehicle had no license plate.

At least five people were arrested on suspicion of lying to investigators about Arriaga or helping him evade law enforcement, including some people at the Bakersfield home where he was arrested, authorities said.

"Please remember the man", Richardson also said.




Following a statewide manhunt, Perez Arriaga was arrested on a murder warrant in a house near Bakersfield, about 200 miles southeast of where Singh was shot on December 26. The Stanislaus County Sheriff's Department shared images of the suspect from a convenience store, in the hopes that someone would recognize him.

"He will never see his son walk", said Stanislaus County Sheriff Adam Christianson, whose agency is leading the investigation.

Christianson said slain officer Ronil Singh would be alive today if California didn't let go of arrested illegal immigrants, such as suspect Gustavo Perez Arriaga.

The shooting came amid an intense political fight over immigration, with President Donald Trump and congressional Democrats at odds over funding for a border wall that has forced a partial government shutdown.

Christianson explained that Arriaga illegally crossed the border into Arizona "some time ago". Jerry Brown says the law permits sharing information on risky gang members with federal authorities. "No, we shouldn't politicize it, but we have to have a conversation about restrictive legislation that puts our communities at risk".

Perez Arriaga was captured while planning to flee to his native Mexico, authorities said.

He said one of the last photos Singh posed for was of him standing in front of an American flag and next to a Christmas tree outside the Newman police station. Both men also were in the country illegally, he said.

"We are saddened, grief, some anger, for the senseless killing of our wonderful friend, protector, family member", said Casey Graham, a Newman city council member and police officer in Modesto. "He believed in this community", he said at a community vigil on Friday night.
