The state, however, asked district magistrates to decide on the matter depending on the situation in areas under their jurisdiction. The committee decided not to ban the film after examining closely all objections raised.

The movie stars actors Sushant Singh Rajput and Sara Ali Khan and is set in the backdrop of the 2013 floods that ravaged the state. Gujarat High Court called the petition a publicity stunt and imposed a fine of Rs 5,000 on the petitioner Prakash Rajput, president of International Hindu Sena. A decision to this effect was taken after a high-level meeting chaired by Chief Minister Trivendra Singh Rawat reviewed the report submitted by a committee headed by Tourism Minister Satpal Maharaj. The High Court said Bharti should go to the District Magistrate of Rudraprayag with his complaint. Other districts of the state do not have a film theatre. Previously, the Supreme Court came down heavily on individual states against opting for a blanket ban across states according to the whims of state governments.

The districts where the film has been banned include Dehradun, Haridwar, Nainital, Udham Singh Nagar, Pauri, Tehri and Almora, the ADG said. Legal representatives of the movie's producers as well as the Censor Board opposed the petition, which contended that Kedarnath's story is imaginary and an "untrustworthy tale of love" between a Muslim youth and a Brahmin girl. "State shall ensure law and order is maintained". Also, the film has two weeks for itself till Zero arrives.

Also, kissing and romantic scenes in a holy place worshipped by crores of people is a sign of disrespect to the religion."There has been strong protest against the film, and it has been banned in Uttarakhand".
