Harris, a Baptist minister who ousted Rep. Robert Pittenger in a Republican primary this year, leads Democrat Dan McCready by 905 votes. His highest-paid consultant was OnMessage, Inc.at $835,426. Last night, Griffin reported that the ballot harvesting allegedly conducted by Dowless may have also involved the destruction of more than a thousand ballots.

Colbert described the fraud allegations like this: volunteers for the Republican went door to door collecting the absentee ballots (which would already be illegal in North Carolina).

Although Woodhouse was careful to say "I don't think we're there yet" when asked about holding new elections, he made clear he was open to the idea.

"If the board of elections determines there's a substantial likelihood the outcome could have been changed, then the law requires a new election", he said. According to the state Elections Board website, Harris received 73,752 absentee votes, one-stop and mail-in, and McCready received a total of 81,084.

During the 2016 primary, Dowless allegedly used similar tactics for another campaign, also in North Carolina's 9th.

The main issue: Harris won an unusually high percentage of the absentee mail-in vote in Bladen County.

"The House still retains the right to decide who is seated", Mrs. Pelosi told reporters Thursday.

The North Carolina Democrat called on his Republican opponent, pastor Mark Harris, "to tell the American people exactly what he knew and when he knew it".

The Democratic candidate trailing in a North Carolina congressional race marked by an absentee fraud investigation has withdrawn his concession to the Republican.

"All Republicans across the state are horrified by this".

However, he said that if the outcome would not have been changed, the Republican candidate should be certified the victor.

Jamie Bowers, a spokesman for outgoing District 9 incumbent Rep. Robert Pittenger, said he isn't sure if House leaders can chose a victor in the case of an uncertified race. Why, for instance, did a lopsided share of absentee ballots that were counted favor Mr. Harris, while an overwhelming amount of ballots requested but never returned or counted came from areas likely to favor McCready?

A state election board spokesman confirmed Thursday that subpoenas seeking documents had been sent to the Harris campaign, the Red Dome Group, which worked for Harris, and the campaign committee of the sitting Bladen sheriff.

State Republicans, including party head Dallas Woodhouse, initially said Democrats were trying to steal the seat.

"What we cannot have going forward from this point is an investigative and enforcement effort or process that has a partisan taint that could dramatically worsen the situation", said Sen. Dan Bishop, a Charlotte Republican.

The state could order a new election. "This is against everything that we actively stand for", he said.

"We're not ready to call for a new election yet", Woodhouse added, but that's still a long way from Woodhouse's position nine days ago. Tommy Tucker of Union County.
