In an interview with The Washington Post Tuesday, Trump says he will be receiving a "full report" from his national security team.

The first overt military confrontation between the two neighboring countries has raised the specter of a major conflict.

"The rating of the [Ukrainian] acting president is very low.He needs to do something to aggravate the situation and create insurmountable obstacles for his competitors, primarily from the opposition", he said.

Wednesday's announcement came with Moscow and Kiev embroiled in their biggest crisis in years, after Russian border patrol boats seized three Ukrainian naval vessels off the coast of Crimea on Sunday.

On Tuesday, a court in Crimea ordered 12 of the 24 apprehended sailors to be detained for two months.

The rest are expected to face trial on Wednesday, she said, while three others were still in hospital after being wounded in the weekend clash.

The US State Department on Tuesday termed Russia's actions "a risky escalation" and said Washington wants to see "our European allies doing more to assist Ukraine".

The Kremlin has also been backing pro-separatist groups in eastern Ukraine where fighting has killed more than 10,000 people.




However, the Kremlin rejected global calls for talks with Ukraine.

Estonia has summoned the Russian ambassador to Tallinn over Russia's use of military power against Ukrainian sailors and vessels in the Kerch Strait.

Putin's foreign affairs adviser, Yuri Ushakov, noted that the meeting, which is set for Saturday, has been prepared through official channels and Moscow expects Washington to notify it of any changes in the same way.

Russian state television has aired footage of some of the captured sailors being questioned by Moscow's security services. Commenting on the actions of the Russian border guards in the Strait, he stressed that they were doing their job of protecting the border.

"I hope they understand that", he said.

The European Union, Britain, Canada, France, Germany and others expressed support for Kiev on Monday, in statements pro-Kremlin newspaper Izvestia denounced as "predictably anti-Russian".

Russia's Foreign Minister Sergey Lavrov told reporters in Geneva on Wednesday that the United States should stop encouraging provocative moves by Ukraine and instead mediate between Kiev and rebel-held Ukrainian regions.

"This meeting is necessary for both sides", Ushakov said.
