In a damning 145-page report by Longstaff and his team, CA has been accused of consistently not living up to its "values and principles", while there were "multiple instances of disrespect running through CA", including an example of bullying that allegedly was "swept under the carpet". Among 42 recommendations outlined by the review are the desire for Australian cricket to establish an ethics commission to oversee the ethical health of the game in Australia, and also the formation of the Australian Cricket Council to create a forum for frank discussion among the chairs of CA, the state associations, the ACA and the Cricket Umpires Association.

It detailed CA's failings, some of which were said to be unintended consequences resulting from the 2011 Argus review that was compiled to address poor on-field performance. "Rather, it made the fateful mistake of enacting a program that would lead to "winning without counting the costs", the Longstaff report said.

In making observations of the review, Speed said he was surprised to hear recommendations that captaincy candidates required lessons in moral courage, and that the selectors should include questions of character in their assessments of the players they choose.




According to the Sydney Morning Herald, the association also was concerned about why Smith and Bancroft "were allowed to front a press conference on the day the ball-tampering scandal exploded". Tellingly, the CA Board has already declined a recommendation to publicise the Minutes of its regular meetings, with commercial-in-confidence information removed.

After more than a year of bitter feuding, CA and the ACA have been encouraged to have a "constructive working relationship", and told to begin this process within 30 days.

Tim Paine, who succeeded Smith as Test captain, said the players had adjusted their priorities.

The report also recommends changes to the role of co-captain, which it terms as being that of an "heir apparent" to the captaincy.

"The work was never about wanting to dwell on negatives", Peever told national broadcaster ABC on Monday night when asked why he and the CA board should not resign.
