Shoigu said Russia will equip Syrian anti-aircraft units with Russian tracking and guidance systems in order to identify Russian aircraft. If Russia does deploy their latest technology to Syria, with several systems networked together into an integrated air defense system, it would be a almost insurmountable challenge for most fourth-generation fighters. "They will be fully equipped to distinguish Russian aircraft. but there will be Russian personnel present at controls".

Still, Israel worries that the advanced missile system could make it more hard for them to target Iranian positions inside Syria. President Bashar Assad's regime is now armed with a range of Russian-made surface-to-air missile batteries (though it lost around half of them to Israeli strikes in recent months). In the end, what must have mattered in Russian thinking was the fact that if Israel had not been attacking targets in Syria, the missile never would have been fired.

The reports of Cohen's trip followed an nearly three-hour meeting of the security cabinet Tuesday during which Netanyahu warned ministers to remain silent on the Russian affair, Hadashot news reported.

Iran has pledged to wipe Israel off the map, and has for decades tried to achieve that by transferring weapons across the Middle East to Israel's neighbors, like Lebanon where Hezbollah holds power. In the past, Israel has struck Iranian uniformed personnel, munitions depots, and Iranian-backed militias.

"For Israel, it may have to balance more carefully the desire to limit the production of advanced missiles and prevent their transfer, with essentially direct confrontation with Syria", said Ofer Zalzberg, a Jerusalem-based analyst with International Crisis Group. The incident in which Syrian air defenses shot down a Russian plane while responding to an Israeli airstrike has angered the Kremlin but given it an opportunity to expand its footprint.

Russian Federation last month hinted it would supply the weapons to President Bashar al-Assad, over Israeli objections, after Western military strikes on Syria.
