The UN report said Min Aung Hlaing, commander-in-chief of Myanmar's armed forces, and five generals should be prosecuted for orchestrating the gravest crimes under law.

Referring to Mrs Suu Kyi's culpability, the investigators state that "if the Nobel prize victor has such moral authority, perhaps she should act", but clarified that the biggest share of blame is placed on the military.

The report also recommends that United Nations member states urgently establish an International, Independent, Impartial Mechanism - similar to the Syria IIIM - to collect, evaluate, and preserve evidence to assist criminal investigations and prosecutions of atrocity crimes committed in Myanmar, including by third states using their universal jurisdiction laws.

The report cited "patterns of gross human rights violations and abuses" that "undoubtedly amount to the gravest crimes under global law".

The U.S., which has described the stateless Rohingya as facing "ethnic cleansing", and the European Union have begun applying sanctions to selected military officers involved in the Rakhine campaign, though not Gen. Min Aung Hlaing.

John Packer, an expert in worldwide law and human rights at the University of Ottawa, said Canada could play a leading role by marshalling an global effort to urge the security council to refer the matter to ICC.

Suu Kyi's government has rejected most allegations of atrocities made against the security forces by refugees. They also recommended that the matter be referred to the International Criminal Court or another special tribunal.

In response to the list of alleged perpetrators named by the report, Facebook on Monday banned 20 individuals and organizations from the site in Myanmar, including Min Aung Hlaing.

Facebook's action today comes a week after Reuters published an investigative report that found more than 1,000 posts, comments and images that attacked Rohingya and other Muslim users on the platform. "There is sufficient information to warrant the investigation and prosecution of senior officials in the Tatmadaw [army] chain of command, so that a competent court can determine their liability for genocide in relation to the situation in Rakhine state".

The panel, set up a year ago, interviewed 875 victims and witnesses in Bangladesh and other countries, and analyzed documents, videos, photographs and satellite images.

"The scale, brutality and systematic nature of these violations indicate that rape and sexual violence are part of a deliberate strategy to intimidate, terrorise or punish a civilian population, and are used as a tactic of war", the report said.

"The Rohingya are in a continuing situation of severe, systemic and institutionalised oppression from birth to death", Darusman told reporters.

"The Tatmadaw acts with complete impunity and has never been held accountable", the report states.

Business Insider also reported that attacks against the Rohingya ramped up in 2016 after a Rohingya insurgent group killed 10 Myanmar police officers in an attack.

Forum-Asia, an advocacy group, called the report "significant" and said the United Nations needed to heed its call.

"We continue to work to prevent the misuse of Facebook in Myanmar - including through the independent human rights impact assessment we commissioned earlier in the year", the company said.

Facebook was a key outlet in which hate speech was propagated against the Rohingya Muslims, the mission said.

Facebook said on Monday it was making progress on preventing "the spread of hate and misinformation" in Myanmar, admitting it had been "too slow to act".
