An accompanying press release said the USDA would take "several actions to assist farmers in response to trade damage from unjustified retaliation".

Preliminary details of the agricultural aid program that emerged Tuesday indicate the administration will tap the Commodity Credit Corporation, an entity created during the Great Depression to support farmers, to borrow directly from the Treasury for aid to agriculture.

Perdue was instructed this year to investigate potential remedy to farmers' concerns about tariffs and trade disputes between the US and its trading partners.

"This is a short-term solution to allow President Trump time to work on long-term trade deals to benefit agriculture and the entire US economy", Agriculture Secretary Sonny Perdue said.

"What you are seeing and what you are reading is not what's happening", Trump said. "Watch. Just be a little patient".

The food purchased from farmers would include some types of fruits, nuts, rice, legumes, dairy products, beef and pork, officials said.

"These programs recognize the market challenges our farmers are facing today, and will provide some temporary assistance".

"The alternative is that they move the business to another offshore supplier", said Chief Executive Officer Jeffrey Clark.

In a written submission before Tuesday's hearing, the US Chamber of Commerce expressed its staunch opposition to tariff escalation, saying it would be US businesses and customers who would foot the bill of the "hidden, regressive taxes". The plan would attempt to give relief to farmers who have faced retaliation from USA trade partners with duties on products like soybeans and pork.

"U.S. pork, which began the year in expansion mode to capitalize on unprecedented global demand, now faces punitive tariffs on 40% of its exports", said NPPC President Jim Heimerl, a pork producer from Johnstown, Ohio.




The plan comes as President Donald Trump is scheduled to speak at the Veterans of Foreign Wars national convention in Kansas City in the heart of the nation's farm country.

'What farmers in Iowa and throughout rural America need in the long term are markets and opportunity, not government handouts, ' Grassley said.

"Tariffs are taxes that punish American consumers and producers", Kentucky Republican Senator Rand Paul wrote on Twitter here.

Trump has insisted that he is not going back.

Sen. Ben Sasse, R-Neb., said the plan would spend billions on "gold crutches".

Some key farm-state lawmakers criticized President Trump's proposed $12 billion bailout plan Tuesday for farmers hurt by his tariff wars.

Trump backed his tariff policy Tuesday in a tweet and in a boisterous speech in Kansas City, where he said the United States is making tremendous progress. "It's as simple as that".

AP Reporter Ken Thomas told Shepard Smith that Trump sees the possible subsidy as a "short-term way" to get the president more time to negotiate trade deals that will result in the benefits promised. A 25 percent tariff on steel and a 10 percent tariff on aluminum were imposed on Canada, Mexico, and the European Union. He has also threatened to slap tariffs on imported cars, trucks and auto parts, potentially targeting imports that a year ago totaled $335 billion.

The US president is meeting with European Commission President Jean-Claude Juncker on Wednesday.
