Authorities placed an IL park officer on desk duty Monday night after video surfaced of him standing idly by as a man harassed a woman wearing a shirt with the Puerto Rican flag.

Wearing a Puerto Rican T-shirt at a birthday party is apparently some sort of crime against the United States of America.

"You should not be wearing that in the United States of America", the man can be heard saying to her on a video she posted on Facebook.

Footage of the incident, which took place last month, resurfaced online in recent days and one Facebook post with the clip had almost 2 million views at time of publication. She said the investigation would wrap up soon, but did not elaborate on a timeline.

Puerto Rico was hit by a devastating storm, Hurricane Maria, last September.

"The incident ... is completely unacceptable", Preckwinkle said.

He's the cop who stood by and did nothing as a woman was verbally assaulted. "I am troubled by the response of the initial officer on the scene".

The man repeatedly told the woman "You should not be wearing that in the United States of America" and questioned her US citizenship.

Irizarry originally posted a video of the harassment to Facebook, which has since been taken down. In the background, a police officer is standing outside the park pavilion.




Patrick Conner, the officer in question, also may be in a bit of a pickle for his do-nothing approach.

After a few minutes of asking the man to leave her alone, the video shows the woman asking a Cook County Forest Preserves officer for help. I received a refund from the park district....

"You should not be wearing that in the United States of America", the man tells Irizarry.

Then he gets in the woman's face, demanding to know if she's a citizen. "If you're an American citizen you should not be wearing that shirt in America", Trybus says.

"Please, officer", the woman can be heard saying. Later, she again pleaded with the officer, "Officer, I feel entirely uncomfortable, can you remove.please officer".

Irizarry asked a park police officer to intervene multiple times, pointing out that the man was harassing her, and that she paid to rent the area he was intruding on.

A female officerasks to see his ID and can be heard telling him that he's intoxicated, to which he replies, "Well that's your judgment". The man was charged with disorderly conduct and assault, police said. "If you're an American, you wouldn't be wearing that". She explains that Irizarry has a permit and she warns him that he could be arrested "for not being compliant".

"You don't come here harassing people", the officer added. "People have just as much right to be here as you do, and when you're drunk you don't belong here".

The female officer then speaks with Irizarry who gives her version of the incident and the officer explains that they were called to the area after a report that a man was choking a woman. Not long after arriving, a middle-aged white man approached her and began to harass her about her shirt - a red, white and blue tank top designed like the Puerto Rican flag.
