Mayors of major US cities who gathered Thursday at a holding facility for immigrant children at Texas' border with Mexico said President Trump has failed to address a humanitarian crisis of his own making with an executive order to halt the separation of minors as families are detained crossing the USA border illegally.

The bill offers a potential pathway to citizenship to many young immigrants who arrived in the United States illegally as children but also provides money for Mr Trump's proposed border wall with Mexico.

"The executive order certainly is helping pave the way a little bit, but there's still a lot to be done", Grisham said.

"There's still a zero tolerance policy in place. We have zero tolerance for people that enter our country illegally".

After a downturn previous year, the flow of migrants from Central America and Mexico has surged since October.
