Merkel Facing Pushback From Coalition Partners Over Migrants

Members said Mr Seehofer would defy Merkel on Monday if no compromise has been reached by then and go ahead with the plans alone

Speaking at a joint news conference with French President Emmanuel Macron, following their talks at the Meseberg castle near Berlin, German Chancellor Angela Merkel said they discussed various new initiatives to reform and strengthen the EU.

The interior minister now wants to turn away at the border new arrivals who have previously been registered in another European Union country - often their first port of call, Italy or Greece. Without the CSU, Merkel's coalition, which also includes the Social Democrats, would lose its parliamentary majority.

On Sunday, the Bild newspaper reported that Merkel is working on a "special summit" before the European Union summit with countries particularly affected by migration.

Some political analysts have speculated that the CSU manufactured the showdown with Merkel in an attempt to mobilize right-wing voters ahead of critical Bavarian state elections in October.

"I have here in my hands figures from the Germany Ministry of the Interior under Minister Seehofer", reporter John Gizzi said. A last-minute reprieve gives Merkel until July 1 to convince fellow European leaders to come up with a comprehensive policy to seal Europe's borders to unbridled migration. She said it will then have to consider what happens next. "Others [sic] countries are even worse".

She said there would be no "automatic action" and issued a warning that she was in charge of implementing measures - a thinly veiled threat that she can sack him if he goes his own way.

However, her political capital is being eroded by a row with her Bavarian allies, who have given the chancellor two weeks to find a European solution to their immigration dispute. But "we want finally to have a sustainable solution for turning back refugees at our borders".

"The CDU stands behind the chancellor; the CDU stands behind a European approach", said Armin Laschet, prime minister of North Rhine-Westphalia and a deputy CDU chairman.

If Seehofer were to defy her and go ahead with his plans on Monday, Merkel would nearly certainly be forced to fire him.

A populist-far right government in place in Italy, as well as the conservative-far right in power in neighbouring Austria, have also taken an uncompromising stance on immigration.

However it ends, the spat has laid bare the limits of Merkel's authority in a fractious government that took office in March after almost six months of postelection haggling.

The move sparked a clash between France and Italy as immigration also triggered a domestic crisis for Merkel, a leader already weakened by her decision in 2015 to keep open German borders to a mass influx of more than one million refugees.

The two leaders of Europe's biggest economies will seek to thrash out a compromise between Macron's bold vision for sweeping European Union change and Germany's stance that is more cautious, especially when it comes to finance. Or if they had already applied for asylum and been rejected.
