Lame duck House Speaker Paul Ryan on Wednesday disputed President Donald Trump's claims that he had the constitutional authority to pardon himself.

A number of prominent Republicans had responded to Trump's claim prior to Ryan.

"They are a group of 13 highly partisan Democrats that make up the Mueller team, excluding him, (who) are trying very, very hard to frame him, to get him in trouble, when he hasn't done anything wrong", Giuliani said at a question-and-answer session at the Globes capital markets conference in Tel Aviv. Ryan backed Rep. Trey Gowdy, R-S.C., who led the House's politically charged investigation into the 2012 attack in Benghazi, Libya, but infuriated some Republican partisans by rebuffing Trump on "Spygate". Although members of Congress including Ryan and House Oversight Committee chairman Rep. Trey Gowdy, R-S.C., say they have seen no suggestion about any impropriety, Trump has continued to attack the Justice Department and the Federal Bureau of Investigation.

"We received an oral briefing two weeks ago", Ryan said Thursday.

Hours after Ryan's comments, Burr told The Associated Press that he, too, agreed with Gowdy. That echoed a House intelligence committee report released earlier this year.




According to the senior DOJ official, some materials were previously made available during the briefing on Capitol Hill with the bipartisan "Gang of Eight", the Republican and Democratic leaders of the House and Senate and the Intelligence committees.

"I think Chairman's Gowdy's initial assessment is accurate. but we have some more digging to do", Ryan said. "We need the speaker to be an institutionalist for the Congress, not to be a defender of the deep state", he said, using a term, popular in far-right circles, that refers to a conspiratorial cabal of longtime government officials and financial titans who seek to influence policy and politics at agencies such as the State and Justice departments.

The department originally denied Congress access to any of the documents, citing national security concerns.

But he distanced himself from the comments late Wednesday night.

DOJ officials have balked at some of the document requests from Congress out of concern that they shouldn't be sharing information about the Russian Federation investigation before it is done. "This is Russian Federation and what they did and making sure they don't do it again and about us, Congress, the elected representative branch of government, conducting very legitimate oversight over the appointed executive branch of government, and we expect them to comply with all of our oversight requests because that is how good government works", he added.
